It is not unusual for headlights to mist up inside but it may be possible to minmise the risk. First and foremost ensure the light is dry inside. Remove the bulb acesss cover use a hair-dryer at full blast for 10-12 minutes - this usually chases all the moisture. Check the the unit at the back is correctly fitted to prevent water ingress. Also some light back covers have a vent which should be kept clear and pointed downwards. Its a bit like keeping the bathroom window open whilst having a bath.
Failing that it may be possible to insert come silica gel packages (similar to those included with new electronic equipment) into the bottom of the headlight - hopefully these will absorb any moisture
