What can 'dull' the paint finish is moisture absorbtion. As the solvent aspect of the paint evaporates, moisture is drawn from the air onto the fresh paint - this takes away a lot of the shine.

The way around this is to use a heat gun to dry the paint just after applying each coat - it will also allow you to apply the paint in a heavier coat.

Painting outdoors is never easy (too many factors outside your control), which is why I always try to avoid it.
