Not sure how a blown fuse would affect one key but not the other.
I have a cobra alarm that will lock/unlock my doors while enabling/disabling the alarm- one of these keys went out of synch a couple of years ago, reregistering the key with the alarm sorted it.
The renault keys have never gone out of synch though. I know the keys are linked to the immobiliser circuit on my 02 Clio- cutting a spare key from a key cutting shop won't let you start the car with it unless it is touching one of the originals.
If your Clio is fitted with an immobiliser try the link or talk to your renault dealer about reregistering the keys- it shouldn't cost too much, just normal rip off levels
