I'm not fully clear on the data protection issues so I won't comment on those. But in case it helps, I can confirm though that there is no central database for servicing work, so you would need to approach the dealer that had worked on the vehicle. They're not obliged to provide it though, the dealer may have a policy on this.
I think you have to remember a car owner has no obligation to pass the vehicles service book onto he next owner. Also many dealers records also include other information such as customers personal details and payment methods. Depending on their computer systems it may not be possible to remove such sensitive infromation.
If this was the case I understand a dealers reluctance to give out such information.
That explains things a bit. I'll try contacting the supplying dealer and see what they say.
