I have a similar problem with a 1.4 2000 plate scenic. Thought it was the instrument cluster (a common problem) so bought one I saw working - didn't solve the problem. I then bought the haynes manual - this describes a test to check the instrument panel - you hold the trip meter reset button in and turn the ignition switch until the ignition lights come on but do not start the engine. The dials should jump up in increments (40mph for speedo, 1000 revs for revometer, 1/4 tank for fuel, etc). If your speedo works it must be somewhere else.
I have traced the wiring and checked the ABS sensors (my speedo works off these)- all seems fine.
I recently found a friendly renaut specialist and he checked the fault codes and cannot find the problem. Using his diagnostics he can see the speed sensors working so the next job is to change the
