Sounds like a workable plan - that way if they ever need re-doing, then you have a code to use.
I take it you have a mini-sander for smoothing down the gouges, and I'd use matt black as a primer, with a lacquer finish.
Ask away if you need any advice.
Spend a bit of time masking off the tyre, it will save time at the finishing off stage.
