For what it's worth, my own opinion is that the price isn't too far off being fair, as the mileage is fairly low at 68,000. Most others on the market at cheaper prices come with higher mileage. FYI the major belt doesn't need changing on the V6 diesel til 120,000 miles, but I would definitely make sure the brakes and tyres on this Vel Satis you've seen have a lot of life in them, as tyres are very expensive and wear out fairly quickly, and rear calipers are very expensive if using genuine Renault parts. Also make sure the sat nav and parking sensors work, as these are also costly to get repaired.
If the car feels like it's got a good set of legs on it (and doesn't lack power), and the things I've listed above all seem ok, I'd said it's a fair price.
