headlamp control stalk, Smoking Problem.

We have a 1999 Renault Laguna DTI estate.
We have a intermitent fault in the left hand column stalk, controling the vehicles external lights.
On two seperate occaisions soon after start up and turning on full headlamps the unit has begun to smoke causeing us to stop and vacate while the smoke clears.
This seems to be only smoke not flame and go's away quickly, but stops us from using the car at night.
I need probable causes, such as a dead short or switch failure.
Anybody had this one before?
If i choose to replace the stalk, how safe is it to work in this area of the column with the air-bag in such close proximity?
