Hi there & welcome.
Whenever you have painted plastic bumpers which have a different coloured & textured section, it is invariably a removable part.
What I'd suggest it using a large flat-headed screwdriver and gently prise an end away (working from underneath).
You'll find that there is a 'direction' which they are fitted (from the lugs which hold them in place). This varies from model to model, so I can't be more specific.
