Basic Fuse Question

I've got a 2000 Clio and have managed to locate the fuse box which is on the side of the dashboard on the passenger side of the car - the lid has a picture of an airbag on it.

I opened the lid and there is a basic key on the inside of the lid which tells you what each fuse is for. Now in the lid there are some fuses just stuck into slots, are these spares?

Also, what do the numbers on each fuse represent - it's not the amperage is it?

Finally, I couldn't seem to find a fuse for the electric windows, what does the symbol look like for this?
