Forgive me if I am teaching you to suck eggs.
Are you sure you are not touching the glass on the bulbs with your fingers. Greasy finger prints can cause the bulbs to run hotter and blow quicker. Try not to touch the bulbs and if you do make sure you clean the surface with a cloth and possibly some meths type fluid to remove the grease.

Even with the lights on permanantly you shouldn't be getting through bulbs that quickly. Also double check you are using the correct type/rating of bulb!
