Sorry - couldn't resist!

It is a "security" type screw - so theiving scumbags can't nick your number plates easily without damaging them.
You may be able to "buy one" from a DIY shop or Halfords etc. You would probably have to buy a set of "bits" tho, unlikely anyone would sell an individual one.
Other than that it is a trip to a garage to ask them to remove plate or if you know a local garage they may let you "borow" the tool to remove the plate yourself.
