As I said before it is a security screw that makes it virtually impossible to remove without damaging the number plate. In fact the latest number plates and fixings on some new cars have to be mounted in such a way that to remove them damages them.

You may well get away with ramming a flat blade screwdriver in - it will render the fixing useless but you can always re-fit with a nw screw.
