I have the Scenic I with "smart" wipers. The setting s may be a little different but I guess the principle will be the same. On the 1st setting the wipe is controlled by road speed it seems, the faster you are driving the faster the wipe after that the settings are normal intermittent and full on.

If you have rain sensitive wipers there will be a sensor visible through the windscreen located on the mounting section of the rear view mirror, this will control auto lights as well
