The emergency key should work with no voltage or the battery being present. Sounds like the lock or key is faulty. Have you ever tried it in the past??
If you have a sound battery and a set of jump leads and can get the car jacked up you may be able to provide a temporary voltage supply via the heavy cable on the starter motor. One jump lead (negative) to a metal part of the engine and the other (positive) to the starter lead.
