The repair may not be acceptable as it may be seen as a temporary repair and could fail in the future and as it is safety related they may take a dim view.
Maybe you should ask the question of yourself can you see it as a safe repair and unlikely to fail.
In all honesty it would be up to the examiner to make the call at the time of the test. Judging from VOSA guidelines it could be classed as "deteriorated"

The VOSA guidelines state reason for failure as:- vacuum pipe deteriorated, kinked, split, collapsed, excessively chafed,
