Hi, I had a similar problem with my megane a couple of years ago, the ECUs are in fact surprisingly hardy as mine had survived being put in upside down, back to front, and immersed in water that had run down the cable! What didn't survive so well was the weak wiring loom which had shorted out and burned out the wire supplying the ecu with power, producing exactly the same symptoms you describe.
To test, get a digital voltmeter (not an old analog one, it may damage your electronics), take the large multiplug off the ecu , turn on the ignition and check that you have power to the correct pin. I don't know which one it is for the 1.4 scenic, you will need a wiring diagram. With luck you may find you just need a piece of wire! All the best, Martin.
