On the horn you have 2 connections, one should
be at battery volts 12v or so, if not think fuses.
If you do have 12v take the wire off the other
connector then touch a wire to a earth on the car,
and the other connector on the horn obviously
not the live one if horn does
not sound, think horn, if it does think horn push
on wheel, or wiring.
If its the horn a few £ from a motor factor should
get you a new one.
Don't mess with the air bags unless you know what
you are doing.
Who would design a vehicle that falls over when you stop?
