as Monomoz states if the red light stays on the dash then it is almost 100% going to be one of the three black relays with a corroded or dirty connection, when this happens the UCH will not allow the injection computor to autherise starting you might get 3 seconds of cranking, the ring decoder connection fault is present on 80% of clios I plug in even with no non start faults so i would take this code with apinch of salt. The crankshaft flywheel sensor will flag up if the car is craked over more than 5 seconds without this sensor information being received by the injection computor so have at least 2 faults. The sensor has now been modified and must be fitted with a new loom connector to ensure good connection. the sensor and loom are about 18 quid each and should take no more than 45 mins to do. Clean the relays up and you should be ok
