Presuming that the advice given here is correct...
You don't actually need the spare bulb kit to be legal in France, however if you're stopped with a defective light, it seems you're expected to sort it there and then or be guilty of a further offence.
I would be inclined to carry spares for all of the tail lights, but I wouldn't be too bothered about the front ones. The probability of a Xenon failing is slim, and if the VS is anything like most other modern Renaults, they'll be near enough impossible to change at the roadside anyway.
I read somewhere that, if the manual specifies that a bulb requires dealer replacement, the French police will call a local dealer out and they're required to change the bulb free of charge (presumably you get to pay for the replacement part.) I'm not sure how true that is though.
