It is quite easy on Laguna and I would imagine would be the same on your Clio.
The process on a laguna is as follows
Disconnect the battery for at least 5 minutes before you start work to discharge the Airbag.
On the rear of the steering wheel is a small hole. Press a screwdriver into this hole;it will feel like you hit a rubber wall but push through it. This releases a spring and allows the horn/airbag pad to slid up off the steering wheel
Disconnect the two airbag connecters one on each side of the pad.
