Or a pair of blades in a hacksaw? You may want to apply a bit of heat using a blowtorch if that's possible, but do protect your hoses etc.

Failing that, put a 12mm nut on the top of the broken stub and puddle weld them together - the heat from the process and a 19mm ring socket should give you enough 'torque' to unwind it.
