It is down to the metric conversion, only down to 1 decimal place.
So in dkmulvey's example, 16.92 would be displayed as 16.9.
We had a PIcasso that you could easily change between miles and km.
When we went to France the readings were nice and linears, i.e. went up in 0.1km increments for the fuel consumption. When we returned to UK and back to miles, we returned to the more erratic readings you talk about.
It is not a fault it is merely a "quirk" when converting between mpg and litres/100km. Even then there are a few small discrepancies.
