The fly in the ointment is that they've used a PIC... which is great, as long as you have a PIC programmer and know how to use it. I reckon someone with a bit of electronics knowledge could cobble something up using a couple of 555 timers.

Personally, I'd just chuck an Arduino in there. It's even more overkill than the PIC, but it can be programmed using free software and a USB cable. You can buy a clone for 14 quid (here) which is probably cheaper than you'll get a PIC programmer.
