He's completely right to refuse to test the car,although if the inside handle worked and the outside one didn't you could leave the window open and the car should pass.

We used to get into many arguements with customers about doors/bonnets/boots not opening and the fact that we can't continue the test until the item can be opened.Many people expected us to carry on testing the car but this is not the way that good old VOSA wants it done.

I'd rather push my Alfa than drive a BMW....
