If you entered a contract to purchase a part (it could be any item from any supplier) and you break the contract the supplier has the right to charge you for the component and its up to you whether you collect it. In law they have no responsibility whatsoever to refund you or give a credit note. Many suppliers do refund the price less whatever costs they have incurred but it is entirely a goodwill gesture and have no legal responsibilty to do so. The relevant piece of legislation is the "Sale of Goods Act"
