Glow plugs are 6.5 volts with ignition switched off

My car is a Clio 1.5 diesel 2001.
I have put a voltmeter on the glow plug leads and it reads 6.5 volts with the ignition switched off. I was expecting it to read zero. It is working as I would expect when the ignition is switched on - between 11.5- 12 volts for a short time then back to 6.5 volts. What is going on? Can you help?
