Thanks roby37, i had a look at the handbrake cable today. When it is detached at both ends, the inner cable moves freely through its housing so I don't think it needs grease or is frayed.

When the handbrake is on, I cannot turn the disc. When I release the handbrake the disc can be turned with difficulty. If I gently tap the backing plate of the inner brake pad, the disc then spins easily. The same thing happens when I press the footbrake.

Any ideas?
