you will probably find its the EU that insist the car has an immobiliser.

Even if you could by pass the immobiliser you would probably find the car still has starting problems.
Your best coarse of action would be to find and cure the fault.
In order for the forum to help we need to know the exact model. ( Clio 1.2 16v or 1.2 8v etc?)
What does the flashing light do on the dash when it won't start. Does the engine crank when it won't start?
