Snapped Bumper Trim

Laguna II 2.0 IDE Petrol Manual, 2003, 50k Miles

This morning while doing a particularly tight 3 point turn I ended up damaging my front bumper. It was just the right height to scrape the kerb and then got stuck on it while I was reversing off.

The damaged bit is the small 1-2inch strip which is attached to the bottom of the main bumper itself.

Now I have wedged it back for now as it's only one side but the clips are snapped so it isn't going back on properly.

My question is what purpose other than decorative does this serve?

Does it deflect air from going somewhere it should't or am I safe just pulling the whole strip off?
