A clean up & repaint will do no harm at all as long as the paint in itself doesn not inhibit the movement of the suspension or steering (bushes, etc). Or end up on hoses.

I'd be inclined to brush paint as there is less prepwork involved, and a thicker coat can be applied in one go.

Something like Hammerite would be a good choice, but unless the weather is dry where you are, you might be better off saving this job until the Spring as it won't get substantially worse by then, but will dry off much quicker, plus of course it won't be so unpleasant as lying on the road would be at the moment.
