The 'vehicle tested when wet' covers the tester if the car has a shock absorber that it weeping or a fluid weap of some sort which can't be seen as the underside of the vehicle is wet,I wouldn't take too much notice of it being noted against the view of the road catergory.
It's not something I ever advised on,but it makes a lot of sense and the tester obviously knows what he is doing.
