Throttle damper; Whats it for?

Hi All
My 98 Espace's throttle started sticking. It turned out to be the throttle damper thingy. I've removed it and all is well again. I just wondered what its for? Is it to stop harsh to and fro motion if you throttle on and off quickly or soemthing? I suppose i'd better get a new one, anyone bought one lately or know roughly how much one is?
