We had a van that did the same, the brake discs
were rusting even if left for short times the first time
you touched the brakes it would lock the wheels,
after that it was ok till it was left standing for a wile changing
the discs cured it, have a look through the holes in
the wheels see if you can see any surface rust on the
disc after it's been standing for a while.

Who would design a vehicle that falls over when you stop?
