Megane Convertable Problem

My friend has an 18 month old Megane Convertable. It has been back to the dealers on a number of occasions since he has bought it, but this time it takes the biscuit. He has taken it in for new runners to be fitted for both seats. As the mechanic has taken out the seats, the interior of the car is soaked. On investigation it appears the the scuttle panel has blocked with leaf debris and therefore any water on the panel has entered the interior of the car. This has caused the electrics to blow, the soundproofing under the carpets to become fusty and sodden as well as the carpets. The dealers are saying it's not their problem and it isn't covered under any warranty. They have quoted him 4575 to put it right. What can he do about it?
