You said brakes were changed? Try this, go to a slight down hill section on a quite road & push clutch in & see how it rolls, have the motor running so you still have brake assitance. I'm just curious about wether the brakes might be binding, or the hand brake is adjusted up to much. It should roll quite freely. Listen for noises like rubbing, squeaking that match what you would imagine the wheel speed would be. Also has the hand brake changed, there should be about 4-5 clicks from the off to engaged. By the way, make sure your radio is off and like i said a quite street so you can hear any noises. Post what you hear and I'm sure I or some one else will be able to help.
