The best adhesive (which I have used myself) is a product called Tiger Seal.
It forms a very strong bond, yet importantly, doesn't dry out to become brittle.
It is intended to hold bodykits & spoilers, so may even preclude the self-tapping screws/rivets from being needed.
Good surface preparation is essential, with the surfaces being clean, dry and preferably lightly rubbed down to provide the best opportunity for adhesion.
It can be a bit messy, so don't go overboard on how much you use, and wipe off any excess residue with a cloth soaked in thinners.
