It's all to do with driving "smoothly"!
Approach a junction and apply brakes at the last minute not only wears brakes out quicker it uses more fuel, as you are trying to stop a heavy lump of metal quickly. Brake gradually and the slowing down process is smoother, less friction and hence more economical.
