I have never seen the rear brakes on a Clio, so I'll contribute my 2 cents
First, if the hand brake cable has been adjusted up at any time recently slacken it off. Presuming it is the correct shoes for the car, there will be either a screw adjuster on the back plate or a self adjust mechanism operating between the shoes, in either case run the adjusters back. With the shoes fitted, engage the drum on one shoe and partially on the other and rotate the drum by hand to engage fully on the two shoes and centralise the shoes in the drum. When fitted adjust up the adjusters then the handbrake cable. If none of that makes sense put up a pic of the brake without the drum and someone may be able to help
