Scenic 99 - 02 Towbar fitting

I have so far attched a new towbar to my Scenic 02/03 Mk2.
I have got 2 cage nuts and bolts left over as I just can't see how to fit them, I have located the holes but I was expecting to be able to insert the cage nuts but its within the body. I even removed the bumper thinking i would gain access but it apears to be an enclosure, i really hope I'm making some sense.

Have I missed something obvious, I have an angled bracket from the towbar assembly attached through a ringlet at the bottom of the car body and the cage nut and bolt should be at the top of this angled bracket. Like I said I have located the holes for the cage nut but how do i get them on the inside of the body
