If you're not that worried about appearance but want to nip the rot in the bud, then have a look for something called Kurust.
This stuff converts the rusted metal into an inert compound, that you can even paint over if you want to, though I wouldn't even attempt it on a metallic.
I've been using this stuff on stone chips for donkey's years, just to stop things from getting worse. It always seems to do the trick.
You should be able to find it at your local Halfords, both in a big bottle and a handy 'brush in a tube' type applicator.
Don't forget to treat the reverse side of the panel (inside of the wheel arch. ) That'll probably be even more rotten than the visible side.
