Concrete (I think?) on paintwork

Hi guys,

I just bought a 2002 Renault trafic in silver , body work is in good nick apart from the rear doors which seem to have been splashed with a few dollops of concrete, the stuff is completely solidified on. I have tried pressure washing as well as softening with boiled water but to no avail....

Does anyone have any tips for getting this off wothout having to damage the paintwork further.
