Question Vacuum from Petrol filler cap

Is it normal for a petrol filler cap to suck air in when it is removed. I recently had a new Clio as a courtesy car and of course it needed SOME fuel as the dealership are so mean. When I removed the cap it was as if I had opened a vacuum packed packet of ground coffee. Surely the tank is not meant to do this or is it?
