I did a bit more towing over the weekend, and took the oppotunity to see just how much torque is available, and where.
I thought the cut-off would be somewhere between 4000 and 4500, guessing that the 4250 mark was about right. Surprisingly though, there's still no significant drop in torque at 4500rpm, and the drop only really becomes noticeable once you pass 4500 and head up to the limiter at 4750. The limiter regulates you from going into the red zone, but with no fuss or hesitation, simply a refusal to go any faster than 4750.
For normal acceleration while not towing, I'd still say that the optimum change-up point on the dCi 130 is slap bang in the middle of the 4000-4500 zone at around 4250. Leave it any later than that, and you'll take the engine past its best before changing up.
