Just because you got a second opinion doesn't mean it's safe. In all honesty every MOT tester has to make a judgement which will be gained from previous experience so there is no gaurantee by keep hunting for a garage that will pass the car is an obvious quality test.
Also remember the MOT test is only valid during the time of inspection and is no gaurantee of either reliabilty or safety thereafter. In the interests of your own safety and that of others it may well be worth a bit further investigation.

Exactly what reasons did the first examiner give for failing the steering rack and ties you refer to.

Also will the original fail not show on the central database??

I live in Northern Ireland and know I know why most drivers on this side of the channel don't accept UK mainland MOT certs as trustworthy.
