Oil change?

I'm new to this forum, and my friends call me Mr.T.
I am driving a Renault Scenic 2L RXI year 2000 model.
I bought the car 2nd hand a year ago. A week ago I decided to change the oil . Believe it or not, I was unable to loosen the sump plug in order to drain the old oil . It takes a special size tool, which I went and bought. Size 145 and 150 male socket....but :loser: The size 145 were too small, and the 150 were too big. The motor-spares shop said there are no sizes in between I now have to take the car to a Renault Dealer that quotes me R450 per hour. How can I remove this sump plug to drain the old oil ? Second question - I noticed recently that I struggle to get the car started. One of the Mcs at Renault Dealer said that the Idle Valve is going and I need to replace thiis - cost R1800 Can this unit be cleaned and where is it located on the car?
