I'd call it more criminal myself!

As an independent auto-electrician (that works for a living) I also find the 275 to "temp fix" (aka cable tie some cables up) both disturbing and inspiring... I'd love to get me some of that hourly rate action cos I only charge 25 per hour!

This "Garage" you speak of... is it a franchised dealer or an independent? Unfortunatly I cannot presently tell you the book time to change a steering lock as my tablet pc is in the workshop and i'm sat here at home in my "jammies" but I can tell you later. I do know that if its anything like the Laguna II auto-lock setup its a pricey piece of kit and I beleive an involved job to switch out as the unit is well hidden and requires adaption/coding that can only be done with a dealer level Clip piece of kit.

If you can find yourself a trustworthy independent in your area you will always do well IMO. They are out there I promise!
