The paint you bought is unlikely to be water-based (I've never seen that on sale), and what you'll be experiencing is the solvent-based paint partially dissolving with the petrol.

I would use a clearcoat lacquer to seal the surface, and in fact halfords do sell a clear lacquer which is resistent to petrol - it isn't usually beside the aerosols, its usually located on the other side of the aisle.

When you have applied the lacquer, I'd use a heatgun/hairdrier to force the lacquer to flash off quickly so it doesn't absorb moisture, and become dull.
