Ensure the hand brake levers (those small levers on each calliper) are resting against the stop post when hand brake is off.
Photo is complements of member TTT. The shaft that the lever is attached may seize up and can only be fixed by a complete calliper strip down and rebuild. More common is seized or stiff hand brake cables. You won't damage the internal mechanism by winding pistons back.

TTT rebuilt his rear callipers.
