As your car is an "automatic" the cruise probably cuts in differently, as with a manual car every time you press the clutch in the cc switches off.
If you drive the car normally and the switch on cc when you get into top gear you should not get this problem.
You do get this reaction if you are travelling slowly and the CC assesses that gear changing is necessary. My Citroen C5 did too, especially if climbing at the time. The philosophy is that you have told the computer to maintain a pre-determined speed and it will do that in the least possible time. You can of course make use of the other two buttons, i.e., + and - which will change speed in small increments.
I think this is normal behaviour from any CC.
